I'm not sure about the residential side but if you're a business customer
there is a reason for this:(I'm not saying it's a *good* reason ;-))
If you have your analogue line converted to Business Highway, you are
charged for the work carried out. If you subsequently decide to convert back
to analogue, you are charged again.
In this case the charge is not for keeping your number, but for the
conversion from highway to PSTN.

Once again, there is a (not neccessarily *good*) reason for this:
Every BT telephone line has a number assigned to it. If you wish to change
that number, you are charged £30.50 (again i'm referring to business
customers). If you move into a premises that has a stopped line, you can
have it reconnected free, provided you accept it as it is, including the
number. If you wish to change the number, for example to the number from
your old premises, you are charged for the privelige.
